It's almost always this;

Do they have enough quivers?  They're probably only rarely training because you're only seeing one or two guys that actually have quivers and the ability to carry bolts to shoot.

You should also make sure you have enough bolts to supply all of your dwarves ánd assign ammunition in the military screen.

How do I check this?
It's almost always this;
How many bolts would you reccomend for training and combat each?

Press 'v', then hover over a dwarf and hit 'i' to see their inventory - look for a quiver, and even further, you can hit enter with it selected and see what they have inside it.

200-300 each should be enough, though I wouldn't recommend using assigning different bolts for training. If you want cheap training, just give them wooden bolts until they max out their skill or until you have tons of metal.

I have not had a chance to look at your download, however if by "train" you mean they won't practice at the archery range then this might be your problem.  Archery practice is something dwarves do when they are idle.  If you have scheduled them to train they won't be idle.

I thought 'complained about the draft lately' meant they didn't have a door to their room.

You can see how many quivers you have specifically, by using the z-stocks menu and checking the total number of marksdwarves. The two numbers should be even.

If they aren't shooting in combat very often, try using a "Station" order near an enemy target rather than a "Kill" order. This may not make a difference, but I've noticed one before - a Station order causes them to stand nearby and shoot the target, whereas a Kill order makes them run up and bash them with the crossbow like a club. I wouldn't recommend doing this with a sudden thief or something, though, it might be too slow to avoid injury to nearby dwarves. I've found the best way to get them to shoot in combat is to Station them behind fortifications in sight of enemy units.
