Captain of the Guard doing nothing when crime reported?

So I have a chain in his office/dining room/bedroom set up, all office requirements set, justice chain ready, but even though nearly fourty people reported a crime he hasn't done anything. How do I get him to seize/beat/arrest the criminal that keeps attacking people/animals?

convict the criminal.

nothing shows up in the justice screen so i can't convict him, yet dozens of people are reporting crimes?

Usually, he has to be idle, and not doing military stuffs, and near his office

Then he types down every crime at once.... Just deactivate his squad from active.duty, and take away all his labors

I turned him to inactive, removed him from active alerts, but he still keeps going to combat drills :I.

Set the number of minimum trainees for that month to be absurdly high???
 
So he doesn't go for that month again?

Never mind I removed then re-added my other two squads barracks and he's now doing his job, he just beat up and chained a criminal. Hurray!

Just be careful, his squad will also beat up criminals, and are not exempt from crime

Meaning they will become criminals if they end up punching a person to death, which is usually what happens, since the other guy doesn't fight back

Had my Captain's men legendary +5 dodgers, fighters, and hammer men

The peasants died from a few hits....

The justice system is very much flawed, as can be expected by some idiotic and quite frankly insane dwarves. It opens up for some fun though.

If you want a proper justice system you have to do it yourself. Dropping bridges on vampires as an example, that is quite effective. Just have some slabs and an engraver prepared.

I once had two fortress guards playing tug of war trying to arrest each other for murder (One from punishment, one from tantrum).

I had to undesignate all my Chains of Justice in order to break the deadlock.

Foolprooof way to penetrate aquifers of unlimited depth.  (Make sure to import at least 10 stones for mechanisms)
Toughen Dwarves by dropping stuff on them.  (Nothing too heavy though, and make sure to wear armor.)

The Captain is exempt from all crimes.....

Meaning at the end of all the "Arrest Spiral", the Captain will be the last of his squad
Meaning: Never have 10 people in the Squad, after Noble decides to ban bins,(or scepters)and every hauler is suddenly a criminal sentenced to several bearings, and years in jail

Had half my fort dead because of that..... The other half was crippled beyond any recognition, only the captain still sane; due to dealing massive punishment

or you could arm your guard with bone, feather wood, or adamantine crossbows, or adamantine hammers if you don't care about their combat capabilities: these will make beatings relatively harmless, largely preventing the arrest spiral in the first place.

But they use their fists...... And are legendary +5 everything hammermen..... One of which has fought off 200+ goblins by himself.......Whilst almost drowning underwater.....

He is THE captain!!
And his guard still beat people to death by smashing their limbs to paste......

The only bright side is, they are training their kicking and striking skills....

hm... according to the wiki, nonmetal, preferably light crossbows (or adamantine ones) nerf beating damages as, due to bugs, guards will deliver their beatings with weapons.... though with legendary superdwarves, this might just not matter rather than not occurring.
