Control Panel > Internet Options > Connections Tab > LAN Settings > Uncheck Automatically Detect Settings.

On reflection s/he might have meant to type 'is' rather than 'isn't', thus expressing disbelief that some people suffer from what is (in my experience at least) a fairly common gripe.

I already have that set cleared, and Steam is still really slow, especially at startup.  Oh well.

I've seen a whole bunch of people with that idea.  "Steam works fine for me, therefore it works fine for everybody."

Well, no it doesn't.

Forex, there's still people who have serious problems with offline mode.  Knowledgeable people who have tried all the suggested workarounds, jumped through all the hoops... and offline mode still is flaky or doesn't even work for them.

For me, I have one computer where I have to go into Control Panel (as Admin) and literally disable the network card while I start Steam to force it into offline mode.  The fact that the computer doesn't have an internet connection is not enough.  The Steam client still tries to contact its servers.  And waits, and waits, and waits, timeout after timeout....

Nobody knows.

Valve has more or less acknowledged that there are problems with the client, but they don't seem able to fix them.

I blame Valve's internal culture, to be honest.  "Work on what you want" -- well, debugging weird flaky hard-to-reproduce issues is not fun.  And working on the Client is not as fun as working on a game.  So nobody does it, or not in enough depth.

The only good thing I have to say about the Steam Client is that it's not as bad as Origin or (by reputation) GFWL or (again by reputation) Uplay.

I have never once gotten Steam's offline mode to work. I like to think it was planned for a future release, but they accidentally sent it out with a client update and now they can't take it back. I love Steam, it works perfectly otherwise, but I wish I could actually use it for 80% of the day when I'm out and about.

Apoligies, then.  Sorry to jump on you.  I've just had to argue with people insisting that it works for them, so it must work for everybody.  I'm sensitive to the point.

This is crap.

Changing a setting in Internet Explorer connection options isnt going to have any effect on Steam.
