You know that the people of importance here are Jacob Mire the head carpenter of the town, being the one who set this up. There is also Mayor John Creek, a plump man who really prefers to not do anything in town. The mayor's wife, Gertrude Creek, an equally plump woman who has been setting up tables and seating for the dinner feast. There's your master, who pretty much created much of the town's defense and part of the army for the capital itself. There are a few other people of importance, but these four are the most important people for this event.

Out of those four, the mayor and mayor's wife are probably important enough that there's some important protocol and such to follow when talking with them, and we already know our master pretty well.

If the assumption in the first half of the above sentence is true: Talk to Jacob Mire.
If not: Talk to the mayor's wife.

Except that that sigil would probably take 3 weeks to make. Mayby even longer, depending on the runes. It's not easy to find and engrave a house-sized ball of sandstone.
