Why is this the most important thing?

Mental poison: Makes your poison inflict mental damage, and causes fear. This carries over to your solid form.
Fear is something important, it can make our foes flee if we aren't powerful enough to dispatch them. Also, when we take over a body, we have to fight, and this poison will cause a debuff, which can greatly increase our chances of survival.

Not complex rituals, more like...well, sorta like when the President is sworn in or something.

Well, I agree with this part. Formalisms are good for our image.

Initiation should be simple.  They swear an oath of fealty to us and we give them one minor mutation.  Besides boosting their powers, the mutation would also mark them as one of our own.

Dark and empowering presence. Some real influence from joining the faithful would help with recruitment...

Mental Poison is my runner-up, but we can probably get similar effects from things like deathrot, and maintaining a highly visible persona would stretch our resources. We couldn't go running off every time a goblin wanted to challenge us, and the costs of a lavish lifestyle would drain our limited financial assets... Mark of Carnifex is just like dark presence except it less likely to get caught, has less power, but works on everyone. Sort of the sure thing to Dark Presence's high potential but low reliability. I want Dark Presence over Mark of Carnifex because dark presence sounds like more fun.

I am not really opposed to initiation rituals. They give a sense of commitment(folk may well assume that some magic is going to bite them if they renounce the faith) and could be used to build a sense of familiarity with our order. Maybe we could use the staff's rot powers to make mushroom groves, and new initiates would need to spend a day and two nights in the grove, living on mushrooms... Alternatively they could just go to a cult safe-house and get blind drunk with a bunch of other cultists... Some thing that isn't so much painful or dangerous, but requires trust and at least temporary commitment. But if it is just tie them down, cut them up, and have them partake of our pure essences then I am opposed to that sort of thing...

Though, one question for the GM. Does Necrotic Air work while attempting to possess someone? Can we "rot" the inside of their mind?

1. We can choose both the Mark (ability) and the Mental poison (perk).
2. Empowering presence (the perk which empowers or allies), which helps our allies, sometimes only does so with willpower, which is kinda useless. Picking it to get an upgraded version would be a good investment, so, if you intend to pick it to upgrade it later, just remember to actually do so. I'm just against picking stuff that doesn't give us any relevant advantage.

As I said, if you intend to upgrade ir later, it's ok.

1. Ah, my bad. Switching arguments.
2. It always helps our followers, and again, it can almost certainly be upgraded. Besides, having the occasional follower with enhanced strength would be more useful than making the rare person we bite be afraid.

As I see you prioritize the strenght in our religion, I will also vote for the Mark ans Empowering Presence.

Also, the ritual could just be a ceremony in which they are mutated (I think that it has already been suggested)

I'd prefer a bit more formality, but mutations as a part makes sense.

About mutation, I was talking about the rot staff thing tht the priesess foes, as it doesn't appear to be very noticeable.

Also, about the guard general, after our minions get information about his agenda and relatives, we should whisper in his mind while he sleeps, to try to convince him to join our cause, but with subtletly, so it can't horribly backfire if it fails.
He would serve us better as an ally than as a body we can control, it's difficult to pretend to be someone else, even if we are in his body.

It would not surprise me if their residence was warded. We could just conquer the town and then force them to choose to either keep the peace in an Evil village or abandon it...
