Illborn are creatures drained of their soul charge AND lacking a binding. The Angels are of unknown origin, consume Soul Charge as food, are "naturally" immortal(unless killed in battle via Holy Weapons), and are Dark-Elementals. They also eat creatures whole, they basically are their own category.(though it has been hinted at, that the Seraphim themselves have a corrupting influence, and the process of Illbirth could involve some tainting)

Also, we don't even know what pressing the Up arrow would even do when an Illborn is alive and selected.

Maybe it works like that thing in the greens, with a body and an essence it makes something alive. If pressing the up arrow fused slog's body and the essence, pressing it again will fuse him to whatever is in the right slot, maybe.

Ciros commentary is extremely vague on what point exactly is problematic here, and Riltia has expressed a greater degree of affection for Ciro a few times.
