Theory crafting on Oric wanting the Target dead.

I think a major reason why Oric wants the Target dead has to do with when Ciro turns blue. Blue Ciro has demonstrated much greater knowledge about the Warrens than she otherwise would know. Considering the nature of the the targets soul star this is most likely due to Ciro accessing the conglomerate memories of past Targets. It has been heavily implied, if not outright stated, that Oric periodically wipes/kills the various siblings leaving them with no memory and likely resetting their abilities as well. This means that Oric has much less control over the target than he does over the other siblings. Considering as well that the astral influx grows stronger as more things die in the Warrens, the Target is one of the greatest threats to Oric's position. The many Targets have probably acquired a lot of information and secrets that Oric does not want the Target to know. Since he can't permanently remove those from the Target he instead has to try and prevent The Target from learning anymore. This is supported by his position as a shopkeeper as in most cycles where the Target is unaware that he is Oric it provides a good way to keep an eye on the Target as well as possibly influencing The target in directions more favorable to Oric. In general I think Oric isn't afraid of the Target, just wary that if he is careless the Target could grow too dangerous for Oric to handle.

I think you're more on the right track... the whole "the girl is supposed to be in the one next to mine" thing seems like Oric and Ciro and probably the other siblings were originally in on this whole cyclical mind-wipe thing.  This could easily have been what javier was saying but, damn, so many words.
