So, assuming that only half of the alphabet is used then we would need to pick letters manually...
abcdefghijklm
nopqrstuvwxyz
1234567890123

The numerical values of the first message are:
-12+5>+5+8+6+7>-7+8

If one assumes that -- = subtract twice, and that 13 = shift 13(no change) then...

j/w e/r _ e/r h/u f/s g/t _ e/r h/u
we rust eh
Is Proxxy Canadian?
But then it makes no sense for later messages...

The numerical values for the puzzle are
71 2a 5b c4

a is not 2 or 1
b is not 6 or 4
c is not 3 or 7

As near as I can tell, the encryption originates from pProxxy, so presumably cannot contain any information that they do not already possess. So presumably it cannot be a solution to the puzzle because if it were then Proxxy would be able to solve it without us...

Well, so far I detect 8 ">" dividers, creating 8 series started by a ">" which do not begin in either a "+" or a "-"

This means it's quite easy to manipulate the text (in its current state) by chunks to receive a series of 8 numbers.

Now, my intermediate goal is to find a solution that naturally provides results within that range of 7, rather than simply applying "mod 7" to the end result (like I'm doing at the minute)

EDIT: So hopeless, I forgot to update my list with one of the recent updates... Now there are more than 8 numbers, but they might loop... I think I'll try something new anyway

One more thing - the changes in this number sequence are all stepwise - each digit is either one more, one less, or the same as the digit before it.

This could have something to do with the +/-/> system in the text.

Someone else: Push another button on the Influx, come back when someone else has figured out this weird puzzle shit.

You know, we really should experiment to see whether anyone else can use the Influx. It would be kind of odd, but the Skill Tree can be used, so it's worth a shot. If others can use the Influx, we can pull off some shenanigans.

Because changing transmitters to the wrong value hurts us, and we've only got 12 hp left.

This is a masterwork ledger.  It contains 3719356 pages on the topic of the precise number and location of stones in Spindlybrooks.  In the text, the dwarves are hauling.

+1 to 2B Riltia.
-1 to anything else.

Test with one of the three to see our validity before doing anything else. If we're right, we only lost a turn. If we're wrong, we only lose 1 HP.

Are we certain changing one won't cause the other wrong ones to hurt us?

Gaze into the void.  Regard how it differs from higher voids.

Oookay? So I solved it? Damn, what I said made sense!

*Victory dance*

But I am still lost about the more complicated puzzle.
