This is where my thought process is

Start at count = 13.  If the line is a +>, add 1.  If it's a ->, subtract 1.  If it's a blank, subtract 2 (method2).  If it's a >, reset to 13.

It's odd that we only have seven letters that have appeared in alll the orange letters we've seen. Even given that we're only looking at dealing with the latter 13 letters of the alphabet, that's quite a skewed distribution, and in cryptography that counts for something. I thought they might stand for moves on a hex grid but we have seven - OPRSTUY.

I think that's just an artifact of normal letter frequency- q isn't as likely to be orange simply because it's less likely to be used in general.

I think the -'s and +'s have to apply to either the counter or the halfhabet, or else it seems like it would be too difficult to keep track.

Simple, because the first encyrpted word is YR, which is a 2 letter word. Currently, Y either stands for H,G,A,S or W
Alright then, now let's try this on another two word.

So, the only possible ways to go about this so far is shifting the Y left based on the number of letters, shift it left based on the whole character count excluding spaces, shifting it by how many characters including spaces, shifting it right based on the number of characters excluding spaces and moving it right including the spaces, let's start with what I assume might be likely, Shifting it left based on the number of letters, which is zero, and U to the right (assuming on the plus shifting right) once, V.
Nope, so lets then try shifting based on the number of characters leading up to the yellow letter, which got you your G, this still gives us a Y first, then V, nope.

Am I doing the calculations wrong?

As we know, the first letter is part of a 2 letter word.
I think it's much more plausible that the orangeless lines are there to set up for the count shift necessary to make the next line work.  Otherwise why would the last line in each paragraph need to be orangeless?

I'm going nowhere with counting.  If you apply the count to the letter, it ignores the position.  If you apply it to the position, it ignores the letter.

I'm starting to suspect that the position of the orange letter is irrelevant.  I'm also starting to suspect that there was a second shooter on the grassy knoll and that FFS has planted a microchip in my head, but the aluminum foil should block the signals.

I think this means we can move, if only one step at a time. Try to move off of our current hexagon. We're supposed to reach the teleporter, presumably, since we can charge it up.

Well, we can turn on the teleporter, at least. Not sure how we'll use it from a distance, but that could be useful.

Check the menus of the transmitters, as well as the teleporter. Attempt to check the ground, as well.

Use the Ardent Circuit to reach out beyond the room and try to detect what's controlling/powering our chains. Try to disable it, either by hitting the off switch or messing something up

These should be the easiest ones to decypher,as there are almost no letters between the > and the orange letter.

And so, I have a little theory:

Y occupies the 12 place in the halphabet. And there is a "-" in the line, so, grabbing 13 as a base (because that is the number that represents half the alphabet): 13-12=1=A in the alphabet.
U occupies place 8 in the halphabet. The b, as it is lower than 13, would mean a -1. So, 13-1+8=20=T

This would mean "at". It is a word. I don't know if this would work for other letters, though, but it may be worth a shot.

Great ideas here, people! One thing:

How familiar is everyone with the computer programming terminology employed? We see some common terms here which in programming have a nuance a little different from their meanings in mathematical or standard usage.

To increment, or more specifically to use the increment operator, means to increase by one; in programming languages, this is often expressed by the sign ++. Thus, x++ would mean "add one to x" or "increment x (by one)".

The opposite of this is "decrement" or to lower a value by one which is represented by --, so x-- would subtract one from x.

While in conventional usage there can be such a thing as a "negative increment" or an "increment of two", Proxxy I think would stray closer to computer programming usage and thus we should avoid these other concepts. Still, this could always amount to some masterly misdirection on FFS's part.
