:Set Ritalia up just below to the ledge, then have her point her spear upwards, then Ciro to get up onto the higher level with the fan, then drop kick that Fellsetto over the ledge.
In the meantime, Cherish should get on onto the underside of the ledge and use the broken spear head to wedge the chest open.

We could form a tower with Riltia on top (Armor might make this hard) and have her try to push the Fellsetto into the fan with her DUMB FIGHTER STRENGTH to kill it, climb up, and pull the lever.
