Yes. Ecco's song is being worked on at the moment.
Also, confirmation that Over and Out isn't Ecco's.
Actually, maybe it's Riltia's? It does seem strange and scrambled, and it is stated to be the "Theme of ? ? ?", which was also Riltia's rubric.

Yes and no. They're all recruitable in certain scenarios, but I don't think you can recruit them all in one playthrough.
