Perhaps it could be Cherish? I seem to remember FFS referencing OFF at one point or another, so I'm going to make the probably wrong assumption that the Dungeon Levels work something like the zones in that game. This basically means that the sibling would each power their level. Since Cherish apparently powers Underside, she would therefore be the "sibling" of it. If this is true (Which it probably isn't) she'd be most likely to end up trying to keep the place somewhat maintained.
Also, look me in the eyes and tell me that Cherish isn't at least kinda psycho.
