The glowing bars Ciro sees when we look into the void are water canals!  Water flowing around, pure water, flushing into and around rooms to keep them active!
The glowing dots, therefor, are rooms being flushed, falling into the canals and making really, really big splashes in the water in whatever canal they land in!

In my personal opinion, I think they are air ducts, just as the ones seen in Underside. Although.... The ducts could also be carrying water, also seen in Underside

Which is why Proxxy feels sorry for inhabitants of Underside! They could be flushed away at any minute by a Flushed Room!
