I was wondering about that. So I guess that counts as a bug for Vanigo there, as I think if a settlement is surrounded by land the interface prevents you from building a dock.

It was 14 turns, and that is because this was moving too fast compared to Vanigo's thread.

For what its worth, a boat actually needs to land troops on the island to be able to take over it, so fighting over whether a boat (without troops) can go next to it is rather pointless.

You are supposed to make a dock in a city bordering the sea, they can't travel down lakes.
So what you have is a dock sitting in the middle of some plains, doing very little good at all.

Not quite a bug. You need docks to build airships, so you can have a landbound dock actually doing some good pumping out airships, although any regular ships that it built would be near useless (not quite useless as I think they can still defend the city and non-barge ships are the strongest units in their teirs of development)
