Don't see why not, since I'm not really near your borders. Also, can only one action total be taken in a city? I can't seem to be able to build a barge in granite fields while at the same time making they city larger

No. I suppose there are similarities, but I'm fairly certain angry birds doesn't let me charge into a battalion of knights with a car made of circular saws.

Correct; this is working as designed. The only thing that doesn't count against the one action per city per turn limit is renaming.


GreatWyrmGold, you can't build improvements on a tile unless it's adjacent to a city of any size or within 2 tiles of a size 4+ city.
