Humans don't like me.

So, on three different worlds and six different starting areas (2 on each world), I've yet to encounter Humans.  However, on each and every one of those fortresses, the region said that there was Human civilization nearby, but when I got to the fortress itself they never showed up in the Civ list or as traders.

What gives?  Do I have no choice but to set up shop under a Human village if I want access to their traders?

Humans normally come in the second year summer
