I think some security system for mansions would be great. They don't really make sense as is.

Hmm. that brings to mind a system for laying out large complicated structures sch that they actually make sense. An "Architect" algorithm, if you will. I could get into that. It'd be useful for mansions  and labs, which make little sense currently, and could be expanded for use with all sorts of things. Yeah, I'll try my hand at that, once I get around to working on that map rewrite. Which I'll do real soon now, I swear!

</breathholding> :P
Having mansions trigger a less-severe version of the various break-in response events might be a good idea. Maybe a single eyebot and one security bot as (re)enforcement if spotted.

As for packaging, just about all consumer-grade goods are over-packaged and space wasting, regardless of region of origin or consumption.

Mansions should get more security if broken into. The wealthy are extra special. Far more special than a pawn shop.

Alarms at the least, an eyebot showing up after a bit, and some zombified guards and/or dogs?

Would make sense given the civil unrest before the cataclysm for some communities and the more wealthy to get a fort mentality (Like in A Scanner Darkly).

They have a fort mentality now. If you are even approaching 7 figures you get police escort if remotely threatened. McMansions are all walled and gated.

Is there a way to turn on NPCs after the world is generated?

You can just go and toggle the dynamic NPC's spawns by switching the "random npcs" option to yes. Use sparingly as random NPCs tend to result in a never-ending hoard of NPCs looting and burning down everything in sight.
AFAIK you can't turn static NPCs on after world creation. You could start a new world and port your character over though.

Also, there should be a wall or a ditch around the mansion grounds.

Hmm, wouldn't walled communities be an interesting addition to city generation? So there might be one on the outskirts of a city or near it, including wealthier housing but not quite mansions. Likewise actual slums with big apartment buildings filled with crack and golden chains, oh yeah.

Yeah, dynamic NPCs spawn like rabbits and clear entire cities in a couple days, then it's open season between survivors and you.
