A bow that shoots rocks? I'm having a hard time picturing that.
But I had a look at the mod page and it is indeed a sort of mounted slingshot that uses rocks, so that's something.

But, as far as I can tell, only in the Vehicles Addition Pack. I thought someone said it'd been fixed, but apparently it's back?

Just checked and couldn't replicate in the mergetest build I'm testing.  Should be refixed shortly, if it was broken again.

If it's purely restricted to vehicle-sized weapons, I can easily see something like this being constructed:

If it gets moved to anything smaller though, *psh*

There is, actually, a weapon called the manuballista, also more commonly known by the Roman nickname of 'Scorpion'. They were basically ballistae that could be carried by a soldier as a crew-served weapon similar to a machine gun. Actually firing it without mounting it... well, it certainly wasn't a good idea. Even if it wasn't a firearm, the thing still had some hefty recoil, after all. Still, though, it was a devastating weapon, allowing soldiers to carry around something with comparable lethality and range to a siege engine, and the Romans used it to devastating effect.

If you're looking for the stone bow, it was renamed the "Bullet crossbow", which is a crossbow that fires pebbles.

Pretty small degree of separation between a scorpion and a ballista.
As far as I can tell, the main significant difference is that a scorpion was made to be broken into parts and carried, where the ballista was made to be pulled on wheels.
Neither is more or less suitable for a vehicle mount, and in fact, the pic I showed is of a scorpion-style mechanism. (tension stored in torsion bindings at front)

Pebble-shooting crossbow? Neat. That was actually my first thought, but it doesn't work so well when scaled up directly
Damage stats that make it a good reason to make even simple wooden bolts optional?

So is the bug due to rocks being ammo or not? Is there a way to fix it?

Unless it's some other reason, then you could a) not load the vehicle additions pack mod into your world, or b) change the file yourself so that rocks are not considered ammo.

So, being on possibly my most successful character I'm a bit way through summer and am starting preparations for winter/spring. So far smoked meat and sealed jars of fruit/veggies look to be my best bet at preserving the current huge bounty of stuff that's currently available.

It helps I'd guess.
Personally I have never really needed to do it because I tend to have a vehicle before that and with a little tinkering any food concerns gets kicked down to the bottom of the priority list.
Depending on what character you have you could just spend some time in the forest making charcoal while hunting for stuff to prepare.

Does anyone have any tips on good ways to get hold of plutonium? labs with mininukes are rare so i'm mostly finding them from turrets or when the RNGod decides to give me a break.

Check bunkers and the hazardous waste sarcophagi. All sorts of things in them.

The sarcophagi are a bit dissapointing, if I may say so.

Teleporters are rather abundant in labs, though. 20 plutonium charges per teleporter. And there's often some to be found in crates in the storage areas.

I've never found anything in a sarcophagi, but then i never found a way to get further down so I've only checked the surface buildings.
I look in any bunker I find anyway but they are fewer than labs and tend to not have any plutonium.

Unfortunately, that is just charges, not cells so they cannot be unloaded or disassembled.
