They work like storage batteries do, but with differing storage capacity. Presumably they're replacements for the original small/regular batteries and the originals were kept for backwards save compatibility.

P.S. How can I fill water tank when there is also a car battery installed there?
You don't. Those parts occupy the same equipment slot so it isn't possible to have both installed on the same tile aside from modding.

Experimental's new batteries does not occupy any slot (because they doesn't have "location" attribute in json). Thus you can install 3 of these into one frame - motorbike, car and truck ones, having 92k storage for batteries (and standard storage battery have 100k).

And, btw, after the car battery filled to the top, water tank starts to accept water just fine.

This has been fixed (or will be very soon). And yes, you will need battries in your car to run things like lights and whatnot (I think they might also be required to start the engine in the first place as well, but I'm not sure).

Yea, the refilling car batteries with regular batteries toes the line between useful and annoying. On the one hand, it's nice to have an alternative to putting a solar panel in the car. On the other hand, I can't tell you how many batteries I wasted because the battery on a standard motorcycle is in the same space as the gas tank.

Problem?

It is SO hard to get electrons (electricity) to leap from water through air to a target any distance from the water.

Water's polar, it's got partial charges in every molecule; electrons are way happier in water than they are in air.
