Construct fence posts from the construction menu, then (e)xamine them to add your fencing material.

EDIT: Start a new game, run into town to grab supplies, get chased by brute all the way back to evac shelter (30-40 overmap tiles). Cant kill him. Dive through window, bring crowbar down on the benches, light them up, dive out the other window, light cigar as evac shelter collapses on the brute, punch wolves. I think this is a pretty good start.

This story makes me think I need to play more with fire.

The one time I did play with fire was one of my first characters, hiding out in a private library in a mansion, cold and hungry. I wanted to at least warm myself by a fire (little did I know that such a thing is currently not possible, I think), so I smashed a bookshelf and lit me a nice fire. less than ten turns later the whole mansion was a raging inferno and I died trying to escape through a window. Moral of the story: Don't burn books; they will burn you right back!

By the way: are there any buildings with stairs upwards? I kept looking for a staircase in that mansion but couldn't find one. It seems strange to have a mansion with just one floor.

Nah, multi-story building don't exist yet, but I think they'll come in 0.5.

Kind of, but not in a nice way. I am meant to be fixing this but I've been lazy recently. It will get done eventually.

That... seems incredibly unlikely. :P
I'm not sure that the devs have even figured out a semi-decent way to set that type of stuff up yet, so it'll be awhile.

Once you hacksaw a fence post down, the ground under it becomes Pavement. It cannot then be built on again.

Do I need to use a jackhammer on the pavement to return it to a buildable state?

I think you should just be able to turn them on in the options. I don't know what triggers them to spawn, though, but roaning NPCs should at least appear when you go to a new map area, I believe?

^ Answered my own question, yes a jackhammer is needed. :P Now to figure out how to make a gate... I tried building it between two fence posts, and between two barbed wire fences, but neither allows construction of a gate. I'm sure it's been asked somewhere before, though, so I'm going to hunt around the thread/wiki a bit.

Yeah, I ballsed up and made it require between_walls, but didn't give the tag to the fences.
So basically you need to build some walls there.
