Which gives me 10 that I can count of for certain once I stop doing anything.
I give that big upkeep for a reason; it forces you all to either compete for worshipers, which I haven't been keeping track of the distribution of populations as I should, or to all work together and try and get very devoted followers.
Gee, like I haven't been trying to do that already.
And no, the Synod would not count as a Pantheon. Yet. Think about what the four guys who made one did to become one. They helped each other in visible ways, in the game, not simply talking things over, agreeing, and the like. Though you might end up forming a Pantheon with Jebyg and some others, should you continue to quarrel; Ra and Set were enemies, but part of the same pantheon.
Joy. And irony.
What would the Synod need to do as a group to actually become a pantheon?
Oh, and a note for the Pantheon. It's a bad idea to let another member die. It will result in Fun.

Anyways...
First off, "upkeep" implies that we're paying to keep something in good repair. We're not. We're paying because...I don't know.
Second off, it makes a huge power disparity between gods and the other Powers. Was the ability of gods to beat up devils in single combat that big? It certainly doesn't help that, as noted, devils have sources of income other than worship, while gods don't.
I'd also like to note that, pretty much every freaking turn, I have been converting followers as much as I could, with everything from the Eladrin slaying monsters in my name to healing miracles to the Orb of Faith. And despite this, my "upkeep" is crippling. With just that payment and a few things that really shouldn't be costing me more mana every turn, I am paying 75% more on upkeep than I am getting from worship. What do I have to do? Spend the last of my mana to forcibly convert everyone in the world to my religion? Conquer an empire, make mine the state religion? What, in short, has a reasonable chance of making me stop hemorrhaging mana?
And why the heck do gods need to pay so much mana to the mortals, with no way out of it?
Laws:
1. Any being, whether a power, a servant to a power, a mortal, or whatever may be condemned by a 2/3 or greater vote of the organization; a condemned being may be absolved by a simple majority vote.
2. A condemned being which has not subsequently been absolved is subject to any punishments agreed on by a majority of the group.
3. Any rules may be changed by a two-thirds majority vote after a suggestion by a member power. The same process may be applied to alter rather than add laws.
4. No being may be prosecuted for punishing said being's own servants for infractions of the being's laws or orders.
5. If any two members of the Synod wish to go to war, and both agree to it, the Synod will not disapprove and may not act as a body to end the war or punish the members. Any collateral damage which harms nonparticipant parties may still be prosecuted.
