He increased upkeep by 20% of the world population not 20% of your followers if I'm correct. So that means you would need to have over a certain percentage of the world's population as your followers in order to maintain a positive upkeep. This really leaves you with a couple options:
1: Join a pantheon to share followers and thus increase your overall followers to the point at which your income is positive.
2: Convert more people possibly through stealing them from another god/devil (which will potentially put them to sleep).
Maybe he's trying to get us to either ally or kill each other.
Oh carp...what do I need to do to form a Pantheon, again? Could the Synod be one? We've done a lot of work...

Oh, and one last thing. I've been acting as a sort of secretary for the Synod. However, if Draco falls asleep (and, barring massive evangelization, a change in the rules, or enormous depopulation which doesn't affect my followers, I probably will), I wouldn't feel justified in continuing to work in the Synod since my character wouldn't be. Thus, we need a new secretary for when that should happen.
Basically, the secretary needs to keep an (open) list of notes about the status of the Synod, its laws, all proposals, etc, as well as making the proposals into specific, formal language. Anyone want to volunteer?

Laws:
1. Any being, whether a power, a servant to a power, a mortal, or whatever may be condemned by a 2/3 or greater vote of the organization; a condemned being may be absolved by a simple majority vote.
2. A condemned being which has not subsequently been absolved is subject to any punishments agreed on by a majority of the group.
3. Any rules may be changed by a two-thirds majority vote after a suggestion by a member power. The same process may be applied to alter rather than add laws.

A. A Resolution to Mitigate the Harm the Beast to the North would Cause
As the death of Delmas indicates, the unknown Beast of the North is a danger to the world and ourselves. Therefore, we the Synod affirm that we should gather an armed army of sorts to investigate this beast, and either slay it before it can destroy us, or if this is possible attempt to befriend it and perhaps use it to better Divalcatraz.
