What is the point of such a prison?! No one is worth the massive amount of effort you're putting into making this prison to hold them!

No one, perhaps, but when we imprison many...the value of merely fearing being sent there will be worth it. No one will commit an act of evil against the world or the heavens without a second thought.

It will be either flying over remote and deep oceans, buried beneath hostile tundra, or sealed in another dimension. It will be surrounded by everything from stone walls to death barriers to magma moats, and guarded with a race everyone pours their effort into. It will not be a prison for your minor crooks; it will be a prison that the biologically improbable child of Dr. Doom and the Joker could not escape.

To be honest, this has turned into something of a social experiment, to me. It's interesting to see that when people have power, even if they are competing, they'll team up to 'defeat' those with less power that don't give them anything, and see them as unworthy to exist as they are, more or less.

Heh, glad this could be interesting. (I was mostly trying to achieve Order and Justice and stuff, but whatever.)

Laws:
1. Any being, whether a power, a servant to a power, a mortal, or whatever may be condemned by a 2/3 or greater vote of the organization; a condemned being may be absolved by a simple majority vote.
2. A condemned being which has not subsequently been absolved is subject to any punishments agreed on by a majority of the group.
3. Any rules may be changed by a two-thirds majority vote after a suggestion by a member power. The same process may be applied to alter rather than add laws.
4. No being may be prosecuted for punishing said being's own servants for infractions of the being's laws or orders.
5. If any two members of the Synod wish to go to war, and both agree to it, the Synod will not disapprove and may not act as a body to end the war or punish the members. Any collateral damage which harms nonparticipant parties may still be prosecuted.

The problem with this is that they are divinely empowered. We have no idea how humans wield magic. Is it in-born? Learn-able? Epiphanatory? Are they just like us, except with the plane of thought and not the Celestial/fiendish/underhill dimensions?
