The rocket appears to be a bit strange.

For one, it's only 10 meter high, not 18. (I suspect a typo here)*. Rest seems fine, I'll check the math when I do the turn.

*If not a typo. The hullsections are the amount of space you have to add for example fuel tanks and the like.

Sweden has had some tough times lately with the lack of German buyers for it's immense iron ore. The government believes it is time to bring the country into a new intellectual golden age, and to inspire the people.
- "Stargazer" is rumoured to have been a German Engineer working on a number of the panders before being transferred to rocketry. More rumours state he escaped Berlin and fleed into Sweden, and in return he has been tasked with running the agency.
- The agency is new, but rising. Many mining and civil engineers have come together with scientists to create a truly great organistation.
-The facility itself is quite simple, with a small concrete pad with a steel tower for the launches, a bunker to house flight control, a small lab by a nearby stream, and the workshop and Stargazer's office.

So that's all.

Having a small part of empty hull can be useful...., for movement, or for food..., or for dead weight....

Most player designs include 1-2 meters of free space for that specific purpose. 18 meter would be a bit much though.

Also your current level of hull technology (and launch infrastructure) only allow you to have 10m tall rockets. Why do you want 3m of free space at the moment anyway?

Just a metagaming note, but modifying rockets isn't that hard. (Though kinda expensive). Besides, last game the only 3 meter piece was a space station part, I believe. 1 meter of free space should do for the next 10 turns. 2 if you want to be really sure.

On that note, I changed my rocket design if you already rolled my turn. I have a question though: how has component research changed (if at all)? Can we still make solar powered communications satellites?

Yes. It has changed a bit, but not much. Mostly rebalances of existing components.
