A better way to get money than hoping for NPCs is researching something awesome nobody has (Enhanced fuel, better fuel storage ...) and selling it. You could make an easy $1000 by researching one of those and selling it to a block of people for $2000 next turn. You should also be able to rent out the lab slot to another player for $1500 or so (I'd try to rent it at this, but I'm not budgeted for it).
