I've made a dump, and put it next to a pit. and marked stuff to be dumped, AND there are No Job dwarves, AND the order is set to 'dwarves chasm other'.

Sorry, I figured it out. (It was an activity zone mistake)

yes, activate the zone

i had the problem once in 33a where dwarves refused to dump 2 items
in 33b they started doing it
in 33c they spend more time dumping things t han moving other things to stockpiles

mainly because ive set to dump every x,X,XX item
