Now this is of course forgetting that who controls anyone is meant to be vague at best and any definitive answer is not what the gmae is going for.

The reason the game ends when your fortress is taken is because the fortress is no more. There is no "Armok Mode" where you get complete absolute control.

Otherwise establishing an identity within the game would have been a feature. Afterall if you are a diety not represented in the pantheon it would be quite easy to prove it.
