Lol.It's simple. you use a three sided coin! Hear me out. Like a regular coin, but it's thicker, so thick that, gien the proportions and weight changes, it has a exactly 1/3 chance of landing on the side. Invented by the RAND corporation.

Reasearch ANd Development. Notably, they are the reason the US swiitched to long-range nuclear missiles from Europe-based bombers, and the reason it is illegal to use taxpayer dollars to study surrender. They also did alot of other cold war stuff, like "If they blew up cleveland, how long would it take us to find out and react?"

For some reason US nuclear theorists really hated cleveland.
