Just done some quick research. According to wikipedia battle standards were mainly used to help organise in bad visibility. If formations are added flags could be used as the centers of formations.

Okay.  Implement a flag icon to show where your station order is directing dorfs to go.  Have the popular blind soldiers flatly ignore all station orders.
Aside from the icon, how is that different from now?
Oh, other soldiers would follow the orders.
Ha ha.

I'd love to see horns as a means for commanders to give orders to soldiers while they are fighting. A position that requires an item instead of a room?
Drums make sense in large groups for the purpose of synchronization I guess? No point in current build.
Banners? Means of organization for large armies, which are not implemented yet.
Maybe this would be useful in organizing large armies, but when you've got a couple dozen guys you can just shout the orders.

Some thoughts;

A horn might not be very useful for tactical organisation in the skirmishes we currently have. However, maybe a squad that has a dwarf with a horn equipped might react to station orders a bit quicker? Or the fort might have the position of 'herald' available, making civilians and soldiers more likely to obey directly when an alert is activated. Also, just for fluff, he would blow a signal when sieges and caravans arrive. Maybe nobles wouldn't even travel to a fort that can't acknowledge their arrival properly..

Drums seem most useful for marching, so a fort wouldn't really benefit, but once we can send an army out, they would travel a bit quicker when accompanied by a military band. Also, imagine a goblin siege camping outside your walls constantly banging their drums.. "He was unnerved by constant drumming lately"

I understand the concerns of having 'gamey' effects attached to instruments and banners, however I would love the atmosphere they would add to a fort, even if they did nothing else than keep some dwarves occupied.
