Odd bug

I noticed that when the country is super mega ultra elite liberal, the amendment to enact term limits is never brought to a constitutional convention, but if the country is just under perfectly elite liberal, the amendment is proposed.

Maybe it's set to propose when it reaches a certain threshold of overall liberalism? Like at 98% liberal, the amendment is proposed, but not if it's already been proposed recently. So if this was the case and you were at 100%, you'd have to drop down a bit to below 98%, then go back up. Purely speculation, though.

It is proposed if the public mood is at least 80% liberal and Elite liberals do not already have a supermajority in both the house and the senate. (For the purpose of this calculation, a "normal" liberal counts as half an elite liberal.)

The only way I can see the situation described above happening is if the Elite liberals have already taken over the "slow" way, then the public mood hits and stays at or above 80%, then they lose some seats to the conservatives.

No, the elite liberals havent won a single election yet, infact none have started. When the country is 100% elite liberal, it simply isnt proposed.

The amendment will only go off when the public is overwhelmingly Liberal, and Congress isn't. If you get Congress to be so Liberal that they'll vote every issue into L+, the amendment will be skipped as it no longer is necessary.

This is actually advantageous to you; the term limits amendment kills the game's incumbent effect, thereby forcing Congress to adhere closely to the will of the people. If Congress is already extremely Liberal, the incumbent effect is actually preserving your advantage even if the public opinion slips a bit.

Should you go on to lose control of Congress, even to the point of shifting the balance of power to "merely" Liberal, all you need to do is turn public opinion back to L+ and the term limits amendment can be proposed again, helping you to take back control.
