Not quite. If the tiles the pond occupied were marked as "murky pool," then they will actually refill if your water freezes over winter, even though there wasn't a usable amount of water present before the freeze. However, the tiles are normal ground tiles at this point and shortly after the thaw, so if the water gets drained immediately, that pool's empty for good (bar manual refilling). I don't know how long the water has to sit there for it to become a murky pool.
