Site Finder Clarification Needed

In the site finder when you tab to other sets of information about your site the one that lists nearby civilizations of all races, I notice that goblins usually have a series of red dashes next to them. What is this meant to indicate?

That space would display "WAR" if your civ was at war with that civ. Goblins get red dashes because they are normally hostile.

It's a pity some of us never manage to find a civ that has WAR with the other civs when we embark.

Are you referencing a war between say goblins and kobolds or entering a world that elves or humans are already at war with your civilization?

He's talking about when a war is actually active already, with any civ. 

I don't think kobolds go to war.  They're also not explicitly hostile towards you because they don't really try to fight unless attacked and only send petty thieves.

The goblins are just hostile to you, they're not at war with you.  When hostile, they'll just send child snatchers and thieves, and an ambush party or three when caravans arrive.  The level of their actions increases as your population and fortress wealth increase.  When at war, they send large armies headed up by their most prominent and powerful leaders, which is the same with war with any civ.
