Well, the things I envision are pretty small, so maybe they'll take less time.
But if they do take one month, make something for now, and make them later.

Cool game.

I think our first priority is to secure the current trade that is taking place in the system. For that we need to assist the civilians defending their ship. Before designing improved cargoliners etc. So here is my suggestion:

Drone
Type: Drone
General description: A small drone, around 1m2in size. With two extremely strong electromagnets it is able to be stored both in and outside of any ship (When outside it hatches itself on the surface of the ship). It will serve as a cheap but still decent defence against simple pirates, and we will be able to produce a lot of them, supplying the intimidate demand for defence. Because if its flexibility, it can be launched from landbases, our spacestation and larger civilian ships.

Engine: Powered by a small fusionreactor of our own design. This will make our drones extremely fast. However, some of the power is dedicated to the laser.

Defence: The drone is more or less defenceless. Sacrificing most of its armour for speed and flexibility it will only take a good shot to destroy it. However, due to it small size, and quickness it will take a great pilot/ai to make that shot. It does however contains a few anti-missle decoys to protect the "mothership" from missiles.

Weapons: A single but rather advanced laser. Able to destroy most ships without a shield. With larger better defended ships, the drone take a more risky approach. It will try to hatch itself onto the enemy ship, and thereby bypassing its shields, and then burn through the armour, hopefully destroying the enemy.

Requests: To make this drone we will need a good AI-designer able to program good evasive manoeuvres into the drone.

"I believe in computers. Good software and hardware specialists can make our ships much better. Sensors and targeting are essential, too. Finally I'd like to get a mathematician or two"

"I never expected such a request, but I'll find someone. Any other requests?"

" Yes. Are there are any broken, abandoned or civilian ships that I can use to convert it to military ones? I'd like to use it as a basis for my crafts"

Not really. All civilian crafts either left the area with the last Imperial ships or got transfered to the ministry of transport. Nothing that can be converted to military ships. Several dozens of primitive fighter and corvettesized orbital transports used for the small scale freight and passenger traffic. As for crashed ships, there are unknown crashed battleship somewhere near equator, most of it were salvaged decades ago and conditions there are so harsh that we have no equipment to reclaim what is left

"That's bad, one last question. What materials are available here?"

" We have a nice supply of plastics, glass and sto..

" That's not spaceship materials!"

"What can I do? Metals are available, but they are expensive here. Few traders risk to fly in systems with pirate bases and our own refining capabilities used for planetary construction. Besides all rare metal deposits are either in pirate's hand or totally mined out"

"Brilliant, simply brilliant. I will not even ask about prices for reactor parts and, lasers and other stuff like that. I have no more question until I get a team"

After few days I got my team, team that include 3 interesting specialists

Mark Volkov: Worked at mines. He coded mining drones and know his trade quite well

Tara Hellmuth: She is a real gem and top class engineer. She designed helicopters for her home dusty planet and she is even more skilled in aerodynamics than you are. Also, she designed nice sensors for her helicopters. She would be ideal if she wasn't stubborn, hysterical femenistic nationalistic bitch

And finally Anton Jones, Tara's bother. He knows thing or two about math, but that's all

Unfortunately I got no hardware specialist. I got basic education in that field so it shouldn't be a big problem.

Know it's time to decide what will be our first project

Well the obvious course is put Mark to work, build 15-20 drones out of whatever we can find and send them to salvage the wrecks that are left for parts while we look for a better source.

We need a hit and run ship type down the line.

We need the metal to build the ship first....

Hmm... we need something efficient.  Not in fuel, in killing.  Having a bunch of small swarmers might work, but they'll cost a lot of resources.  Each will need piloting, weapons, and such.
It may be a better idea to design a large ship, with good defenses.  It may take longer to build, but when you think about it it won't take more time to build one really strong ship than it will to build a hundred small ones.  But, if you guys really want to go the way of the drone...

Earlier today, I was thinking about colonial organisms.  Like the Portuguese man of war.  It looks like a jellyfish, but it's actually thousands of simple cells.  There are four main types, and they each have their own job.  The stingers, the bladder that helps it move vertically, and so on.  What if we did that instead?  We could have versatility, and the ship would probably be able to dodge pretty efficiently.  If it needs to split up for a pincher maneuver, it can do so.  If it needs to be huge, and go toe-to-toe with a capital ship, it can do that too.

Scrap the mathematician, we're not useful when it comes to engineering :D

Coulldn't we try to starve the pirates? They're bound to have limited supplies, and their only sources of food etc. are the planet and the merchants they rob. Our priority should therefore be securing the merchant routes.

Another idea would be ships specifically designed for boarding actions: Take over pirate ships, repair and reuse them.

All of these ideas require us to get resources first.

So how are we going to get them?
The only mines are empty or the pirates have them.
Buying it is not an option because of the cost.

So we either need to find a new source of hit the wrecks.
The wrecks are in area we can not work in due to conditions.
So I suggest making a team of droids for mining and scavenging and sending them to dismantle the wrecks and bring it to us.
I can't think of any other ideas to get us started at the moment and designing strong ships or anything else won't help us until we actually have the materials to build them.

Im joining. i hope.

i think we need a cheap ship that we can use for anything. basically a tube with engines that we can bolt things to. as it wont start with weapons it can be sold to civies.

drop pods anyone? or basic drones?

but yes, basic, easy to change ship with some basic add-ons, like weapons, cargo and fuel/reactors/engines.

If we give them the drones we can request what they do with it though.
Once they can start getting materials in for us then we can move on to bigger projects.

the reason why i said drop-ships is because we have 2 people who can work on them, if we treat them as drones, and a tube with engines on it seams relativity cheap.

Err ... no we can't. We give them ship designs and they choose what to do with them, when to make them, etc. we have no say in there use other then the way we design them to work.
