The obvious majority of one? (At the time of posting, now it's two.)
Given experience on B12 the 3rd option would be voted for.

My experience is that most people would vote option 1, just to get some virtual tail.

Let see... I'll have to change my vote to 3. My taunt seemed critfailed.

Anyway 3 is really more interesting.

If this counts, I will vote for three, out of morbid curiosity on how dirt-poor a space-age ex-colonial banana republic can get. And it sounded fun.

Three seems interesting. Lot's of responability, lots of freedom, and no funding.

So it is decided, I will earn your reputation by creating a Navy for TR-12. At least everyone here will understand that they are lucky to have me.

Journey took 2 standard months and I was nearly killed, when our convoy got attacked by pirates in TR-12 itself. This guys surely need a navy, when I'll find a better job I want safely travel out of here!

Finally I arrived to the only habitable planet of the system. It's a hot desert world that have tolerable temperatures only at polar caps. If you can call the place with average yearly temperature of 301K polar

Luckily I don't need to land there as I was delivered to the local orbital base. I immediately recognized it. It's good old Haven type starbase, designed to act as resupply base for our glorious Imperial Navy. At least I have no need to be afraid of pirates, unless they have a modern cruiser to tackle this outdated but still formidable fortress.

I was met by mid-aged blackskinned man in a strange green uniform.
"Greetings sir. I am Marten Negreanu, minister of the Navy. Surely you have some questions and I am ready to answer them all

Note on the time system used: Standard year = earth year. Standard month = 0.1 of year. Standard day = 0.1 of the standard month. Standard hour = 0.01 of the standard day.  Standard  minute = 0.01 of the standard hour and standard second = 0.01 of the standard minute
Old system is still widely used but engineers prefer this one with shorter seconds and decimal multipliers.

Will add basic system info soon

Extent of pirate problem?
Existing navy?
Production facilities?
Budgets?
How much are we paid?

How many workers do we have.
Do they have any training or experience.
Do you have any blueprints for ships?
Do any large companies have offices or interests here?
Do we have anybody good at negotiating and public relations?

We really could of used the ability to actually talk with people and arrange deals since we are going to be running a large work force and need money.....

How many breathing souls, all included, do we have on the surface and in orbit?
How much supply...Well, let me repharse that, How much more supply and maintenance capacity do we have to spare?
What is the general status, and are there anything of note in our solar system? And within 10pc of our planet?
Who, and how is the leader of the Republic of TR-12?
What technologies are available here?

EDIT: I can spelt

" Let's start from the basics. What will I get money for. And how much? "

" You are the head of our research department. Your goal is to design ships. Then our ministry will decide if it goes in production and how much to produce, you'll get 5% of the cost of every produced ship as your salary. And we'll cover your basic needs for free

" You want to say I'll have no word in what ships will get produced?"

"Yes. But I am sure that we'll accept most of your designs, we badly need ships. Any ships"

"Well, I never liked the management, so it's fine that I may concentrate on designs. Speaking of production, Am I right that your only shipyard is the Haven itself? I have seen no other suitable facilities."

" Yes, we upgraded repair facilities a bit, and while it's not something that can compare to dedicated shipyard I am sure that we can make up to one corvette per month. Or it's equivalent. Furthemore we have plans to build more shipyards to increase our fleet faster"

"Speaking about that, what is your current fleet?"

"Unfortunately we have none, only this base itself. **** Empire took away anything they could. We should count ourself lucky that they left this base intact, it's our only defense against that damned pirates who control most of the system. "

"Hey, watch you words! I am a citizen of Empire after all. But I tend to agree in that case they should have left you something. I hoped to start a little modernization program. Anyway, designing from scratch is funnier. What ships do you need most? "

"Many classes, from surface to orbit transport and space capable aircrafts to destroyers to scare pirates a bit. It's up to you what to propose"

I see. By the way, will I get any team for all that designing?"

" Surely you'll get some engineers, while no one specialize in ships I am sure that they will be useful for you We can't give you all our specialists because our economy need them at other paces but I am ready to hear what kind of assistant you desire and I'll do my best to find suitable candidates"

"Hm... I'll need...

Ship sizes:
Drone\fighter\corvette\frigate\destroyer\cruiser\battleship\battlestar

I will slowly add more detailed information about the system\nearby systems\local economy\important people to one of the 3 starting posts.

Ad I said right from the beginning I want this game to run around designing, while management and economy stuff will be in background and not very detailed. You may make some infrastructure requests but it's not your job to decide

Now you need to ask for a team, note that they aren't ship designers, so it's unlikely that you'll get propulsion systems expert or the like.

I don't think we have the capabilities to produce large amounts of ship's from scrap. I think we should go for a dedicated small fleet, eventually aided by refitted merchant ships. In order to support our tech focusses, I think we should have some computer/targetting experts on our design team, as well as some sensors guys.

First plans would be:

But how would we defend it?

We need some ships to protect it first or they'll blow it out of the sky before it can be fully deployed and brought on line.
