All that's happened is a cat fish has learnt that it can reach and so eat pigeons that land near water.
It's nothing to do with evolution; That's like saying "Children all over the world are evolving during school!".

You can find some old 200 years old houses in Europe with reeaaaally low ceilings. We got taller nonetheless.

Shortness in those, and current times has more to do with food shortages than anything. For example, statistics show that the great flood of 1953 and the following food shortage caused people to be significantly shorter. This effect takes 2-3 generations to rectify itself and return to normal size.
