The Superheroes Business (Suggestion Game)

Ok, as I'm finishing my exams and starting to have time again, I wanted to share this idea of a suggestion game, and see if people want to play:

It is 2002, however the world is a bit different. Several countries and corporations have groups of superheroes working for them (The Spanish Superheroes INC, for example, hires superheroes to do dangerous jobs for other companies, like escorting important people and investigating thefts.). However the USA has always skeptical about these "metahumans". But now that some of them, specially the exiled monarch of the former sovietic republic of Tranjastan (Country which you maintain you attacked provoked, not because of Strenium, the strange iron isotope that has only been found there), have put the US in their list of "places to destroy until only ashes remain", you have been asked to create a security service to deal with this problem.

Your budget is low, but you have access to all the information the USA has collected about metahumans since 1936, as well as some facilities, equipment and staff. This is what you've got. Let's see what you can make with it, sir:

In game sometimes you will have to take global decissions (sending teams to different locations, training your teams) and sometimes you will have more specific decissions, such as ordering each member of a team to do a different thing once they are at the place.

Wait, Cassandra was born quintilingual?

Why is our chief scientist the best man to run the powered armor or mini-mecha? Also, which one is the Obliterator?

Yes, she was born quintilingual.

The Obliterator is Bruce's suit, and you don't know if he is the best suited, but he made it, he knows it the best, he wears it.

Couldn't Bruce train someone more...you know...expendable to pilot the suit?

It isn't sarcasm. Really. I rolled for random powers and origin for the intial team. And she got telekinesis and language knowledge (the later being really really rare)

He's pursued by several nations, is considered a global terrorist, overthrew a Soviet regime, and was earlier prosecuted by the Soviets.
This i plies that he is an international criminal who is strongly disliked by every (or almost every) major nation on Earth.
Specific crimes mentioned have been 9/11, overthrowing at least one government, and collaborating with Seism, who sounds like an even bigger mass murderer. He has also sworn vengeance on both sides of the defunct Cold War as well as assorted neutral nations, and has shown an interest in conquering the world with the ilk of Seism. This pretty much guarantees that Magneto and his ilk are the only ones who would be remotely interested in helping him.
Technology is so advanced that suits of at least a couple kinds which increase strength, as well as lasers useful as weapons and many other neat gizmos, exist, as do various superheroes.

...Why couldn't he been shot down, again? Does he manage to stay out of sight of any nation with a beefed-up version of Bruce's laser, are there no spacecraft capable of reaching orbit? Are there no superheroes who have the guts, powers, and leadership to reach and destroy him?

About what percentage of people are metahumans or mutants, and what percentage of those have useful powers?

The last research data that you have comes from the Bradley Committee, the European committee that deals with metahumans. On the USA there hasn't been an investigation about metahuman population.
At least 1% of the human population are metahumans, mutants being the most common of them, followed by those known as Guardians (they have mystic objects that give them powers). It is unkown how many kinds of metahumans there are. Of all metahumans, most of them have only slightly useful powers, such as being good with languages, having an affinity with computers or being able to predict and enhance someone's mood. More powerful ones are rare.

Reports from all over the country suggest that the percentage of metahumans in the USA is bit above average. It seems that metahumans can be created too, by the use of controlled mutation or other means (Warriors of the Empire, a Japanese superhero team is composed of cyborgs, for example).

You have reports of (possibly) metahuman activity from San Francisco, LA and New York.

So, around than 3.15 million in the US--higher, because of the higher concentration of metahumans in the US. Let's say 3.5 million for a nice, round number. Also say that only 2% have powers that would be useful to us. That's 70,000. Assume that most of them aren't interested and some are evil; that leaves us with an estimate of at least 10,000 metahumans with useful powers that would be willing to join the team, and a much larger number who could serve as staff or something more effectively due to their powers, plus people like Bruce who are normal people with extraordinary technology...

Run a recruitment campaign.
Suggest to the President that this massive resource be tapped, to create a new military organization or something. In exchange for access to anything that s/he or Congress approves, we will offer a proof-of-concept by offing Epsilon. This leaves the president with the glory of both stopping a mass-murdering megalomaniac man AND starting a successful new organization which would probably put the Avengers to shame.

(While doing that have the brains get to work on making your secret mountain base that much more secret. Like thermal cloaking, visual cloaking. Styrofoam rocks. Ya know.)

Cassandra Miller- she has no combat experience, I think we should start to train her because we don't really want her to freeze up in a middle of battle when bullets start to fly.
