Pretty sure creatures without AQUATIC or AMPHIBIOUS will drown, as innate swimming doesn't seem to work in fortress mode without those tags.  Unless there are ramps/stairs that allow access into the moat, creatures will not be able to climb in or out naturally.

If the level below is full of 7/7 water, creatures which can swim and are not drowning will be able to climb out without ramps. Drowning creatures need ramps to climb out. Making the moat 1zlvl deeper fixes this issue, but will mean any Dwarves that fall in will invariably be doomed.

This is true. I'd make a 2-story deep trench and fill the bottom level with 7/7 water, leaving the top level dry. Then, snakes can't get out, and anything which falls in is utterly doomed. Unless it's a total badass and can take on your snake-navy. And can swim.
And climb vertical walls.

You know, more doomed then any dwarves that fall into a normal pit full of venomous snakes with water in it. I mean I totally can see the increase in danger levels there. :P

I tested this just to see if it works.

I embarked with two picks, two blocks, seven buckets, and twenty helmet snakes.

I dug a trench nine tiles long, one tile wide, and a single level deep and removed all of the middle ramps leaving one on each end.

I then created a pasture on the bottom and pastured half the helmet snakes before putting floors over the ramps on either end.

I created seven pond zones over the empty spaces and then allowed them to be filled. Then I designated a water source to keep the dwarves from using the water in trench to try and fill the trench. The water level got to 5/7 or 6/7 all of the way across. The snakes weren't the least bit bothered by this.

I then pitted the remaining snakes just to see if tossing an animal into a filled pond would make a difference. It doesn't.

So this will definitely work; remember to cancel any pastures though so that the snakes will spread out and not attack each other.

One thing I haven't tested yet is to see if the snakes would path back into water to attack; if they will, then the two level deep moat would be best since you could have dry spaces for nesting boxes on the level above accessible by ramps.

If you do use the rattlesnakes, be sure the moat bottom is all on the same z-level and only one deep. 

It's important to keep all your snakes in plane.

Nice.  I expected a snakes on a plane joke, but this was a clever one.
Also: If they're snakes in water, at least they're not snakes on a plain.

Ah, I forgot about that part. Yes, the zombies frighting all of my dwarves simply won't do. Maybe I'll build a retractable bridge over the moat... With the pull of the lever, the pit is opened!
Or just dig a really deep moat (or build taller walls). Idk how many z-levels to stop getting stop jobs.
LOS.  So a few should cover most of that.  Depending on the width of the exposed hole.  Or a bridge, as stated above.
Or use MAGMA, normal creatures cant see through it. And zombies won't die in it.

If snake isn't aquatic I doubt it.

I guess it's a moot point anyway since anything that falls into the water would automatically head towards the nesting boxes since it's the closest dry land.

Plus tame things kinda path weirdly compared to other things.
