The fact that the Cubs will never win a World Series meshes well with the hidden intent of the Chaos Gods to never actually "win", but I'm uncertain which sphere Cubs fans would fall under.

If I had to choose, I'd probably peg Cubs fans as Tzeentch followers; one day a few thousand years down the road when they finally do win a World Series, the fans that bet on them with astronomically long odds will be able to turn to the rest of humanity and say, "Just as planned."
