Ottoman Empire is just called "Turkey" in Diplomacy. These are the standard names as used:

England
France
Germany
Russia
Turkey
Italy
Austria-Hungary

Provinces are normally referred to by the first 3 letters of the name, except for certain conflicts, which have standard abbreviations.
