Grand Theft Auto charge

How can I get a GTA charge?  I've been stealing cars forever, they've tried to arrest me in every stage at some point, and I've killed the arresting officers, ran away, drove away, etc etc and still I have no GTA charge.  What gives?  Do they have to arrest the liberal for the charge to show up on the rap sheet?
