Why won't my nobles show up in worldgen?

So pretty much I got most of the things in my custom race working the way I want it. However, they are supposed to appoint a Tribe Leader at every site. They do not. As far as I can tell, they do not exist in worldgen (yes I put [EXPORTED_IN_LEGENDS] down in their position). In game, they work just fine. Second caravan comes along, the civilization's ruler themself shows up and lets you appoint one of your members to this role. However, they just do not appear in worldgen.

Are your tribal generals showing up? It might have something to do with the fact that a LAND_HOLDER position (your tribal leaders) is being succeeded by a non-LAND_HOLDER position (your tribal generals).

No they're not, either? Ya think that could be the problem?
Maybe I should make tribe generals a land holder as well...

EDIT: After changing it to SUCCESSION:BY_HEIR (changed my mind about the generals being land holders), I made a bit of a discovery by looking through dwarf and elf civilizations and sites: Legends mode never mentions a position if they have the [SITE] tag!

EDIT2: So does this mean my noble doesn't actually matter?
