Go to the Library and read about Aramos, specifically on customs and such. Afterwards, seek a merchant willing to loan me money.
[6] Aramos is apparently a standard, run-of-the-mill state with a culture quite similar to the Hadrian tradition, although it has some influences from the south. With a weak military and a very decentralized monarchy, it is threatened by all their neighbors - hence why they appealed to Hadria in their apparent fear of invasion.

Enslave the elven outpost with the help of the PG of Lucullus and the legion.
Convert the elven outpost into a military outpost.


[6][1] The elves of the outpost form no resistance as your soldiers approach the place. The citizens of the city, however, hear of this and answer with anger and protest - slavery was illegal in Whitepeak before the old regime's fall, and they would appreciate if it remained that way! Since they soon figure out that sending a petition will only cause results too late, if it causes results at all, a large band forms itself between the camp and the army, intent on letting no soldier through.

[2] There's barely two thousand of them. You could wipe them out with perhaps a scratch and a few bruises - nothing serious. Still... Perhaps the other citizens of the city won't appreciate if you massacred two thousand of them to enslave the town's ritual harassment victims.

Senate of Hadria, a few weeks after the Emperor's victorious return, early autumn

After a few minutes of wild arguments, and a few minutes of demands for silence, and a few minutes of vigorous protests about the lack of silence, the most senior senator finally walks to the podium and starts speaking, introducing the day's topic.

"During the last six months, three bills have been put forward for the senate's attention. It is up to the senators who put forward these bills to defend them or to abandon them - and the ground is still open for new suggestions. The debates may start."

The old man bowed, and the commotion restarted before he even stepped down from the podium - but this time, the senators paid more attention to what was going on, since the men who were about to speak would be the most important representatives of each factions.

First to the podium, Hetairos, with great reluctance, began to speak, but soon found his same, charismatic voice. "Due to massive foreign crises, the People's Initiative Bill will be postponed indefinitely."

After Hetairos spoke up, Crassius stood up to make his speech. He nodded knowingly to Kaeso and Lucius and, while motioning to Fae to vote for when the time comes. He also waited for the Optimate leader to stand up todo the co-proposal with him.

"Honoured fathers! As you might know, I have sent a letter with an information on a motion that I wish to see passed. The motion is to make senate consent manadatory when governorships are revoked pre-term. This would prevent arbitrary treatment of governors, except when a governor is found to have commited a crime - in that case emperor as the prime executor of all law is within his right to remove the governor in question unilaterally.

We all honour and respect our dear emperor, but what we do here is set law for generations that come after us. Most of the people I spoke to found this law just and fair, not affecting the imperial prerogative negatively, while providing a senatorial oversight as to the process of governor appointment.

Esteemed senators! In a grand gesture of unity and as a statement to the fairness of this law, my fellow senator Lucius Lucullus asked to be a co-proponent of this bill, providing valuable insight and helping me in drafting deatails of it. I would like to ask others to follow our example and join us in this grand gesture of Hadrian unity."


Crassius motioned with his hand towards Lucius and gave a small bow to signal end to his speech.
"I leave floor to my partner."

Instead of using force, Lucius tried to calm down the angry mob before anything escalates

"My dear friends, I know your resistance against slavery, you never had the need for this institution and your ancestors feared it, because your king was a slave... But not one of our gens, the humans, but these elves!"

He pointed in the general direction of the elves, with a snrl of disgust

"These... creatures enslaved your kind, but they paid for it. The proud people before you, which heritage you all have, rebelled against them and were victorious! But, still shaken from the shameful expierence of slavery, they forbid it. Maybe because they feared too, that they will enslave themselves? But now, now you all are Hadrians. You don't need to be repulsed from holding slaves at all! And how the people say?

An eye for an eye and a tooth for a tooth.

It's time that the elves learn how it is to be a slave. You will repay them for the shame of your ancestors. A harassment once a year is not enough. No, it's not.
Don't protect this spoiled flesh. It's a cancer, defacing this great city. Make them ours."

Lucullus stood up, bowed his head to Crassius and started speaking.

"Once more I have to accuse a Populare of falsehood, but only because my friend is too modest to acknowledge full fathership of his bill. This wonderful bill, behind which I fully stand, indeed sprung almost perfect from his brow.

I would however like to propose another bill of my own. A concern that arose when we were discussion Senator Crassius' bill was that when the Emperor his leading our troops, and when the Senate isn't in session, our government is shut down. I hereby propose that two consuls be appointed by this chamber, that'll wield the power of calling a Senate session and managing the day-to-day business of the city when the Emperor is away."

Both the governorship bill and the bill proposed by Lucullus, were agreeable to Hetairos, so after gathering his thoughts for a second, he gained the podium again.

"Before, Senators, I say those things concerning the Empire I feel bound to say, I feel it necessary to explain the circumstances which lead to my constraint to say these things. A new light, it seems, has been shined upon us. This new light, is our ascendant Empire. May it grow ever brighter! I pray to the heavens each day that the gods will bless me, with the ability to do whatever part, no matter how small, to advance the people of Hadria, and make this nation stronger. And, as I was so doing, I felt compelled to think of a governor's bill myself. (OOC: This is a lie, but nobody would know it anyway) I lacked the time to put these words in writing, but I had quite a few tenets for this bill in mind.  Imagine my surprise when I come here, and the bill Crassius has presented is exactly identical! I would not have phrased it any differently, nor taken nor added a single part. This bill was masterfully designed, and may we all thank the gods that they have graced us with a legal philosopher so great as Crassius. And, for that matter, Lucullus, who had the excellent sense to assist this bill. That is not to trivialize his input, of course. His Consular bill is every bit as wise and noble as any I've ever seen. Truly, everyone will be bettered for it, from the poorest pauper to the Emperor himself. I pray, Senators, that the gods will bestow upon us the same sense, that these two men possess. Gods bless the Senate, and gods bless the people of Hadria!"

The soft rustle of wind blew through the trim garden surrounding the mansion, and if one was listening closely, they would hear a quiet sort of echo. The air was thick with the smell of the sea, and from the area surrounding Hadrian Hills was the sound of workers and laborers building and, well, laboring.
   A savory smell of roasted boar wafted from one of the chimneys of Echo Manor, or Arteral Manor, for those who were less superstitious and servants scurried around the kitchen, working hard and quickly.
   For today there was a very special guest; The Emperor of Hadria, Septimus.


Soon, Various bottles of wine will cover the thick table in the center of the main dining hall, resting on level, rustic-brown tile of import. Salads, breads, yogurt with fruit and nuts, as well as a number of other fancies, trifles and foodstuffs will litter the table, each looking more expensive than the last.

   It was still early, however, and the Master of the House, Fae, wearing fine linen clothing and silks, sat eating with two women, one of which was an elf, and the other was a blonde human, who slowly drew on a pad of paper with a hunk of charcoal.

[1] There is no hesitation in the crowd as the citizens continue to stand their ground. While there is some truth in your speech, these elves are part of their culture - nearly a symbol of the city. They won't have them carried away or slain.

Attempt to influence Populares, Optimates, Isolationists and Novis with speech

Since you hold no relation with the other factions, they mostly ignore you. [1+3,1+3] The Optimates agree easily to vote in favor of these two bills, although you have a feeling they do it no out of love for you, but because it fits well with their ideals.

((Note: Kaeso abstained from speaking of the second bill, leaving it up to the members of his faction to decide))

[5+1, 1] After a short time of deliberation, the representative of the Novi Homines stood up and walked towards the podium, staring down another senator who attempted to take the place. He looked around at the various senators and nodded towards his fellow dwarves before speaking.

"After some deliberation, my fellow senators of the Dwarven Houses have decided that they would indeed support the bill to ensure that the emperor will need the senate's approval to end a governorship prematurely. However, we have decided not to vote in favor of the second bill to elect consuls. While I am indeed certain that the senator Lucullus has the best of intentions concerning that motion, an intuition tells me that these so-called consuls would always, in the end, come from the ranks of the same few factions... And that no member of the Houses would ever be put into that position. Besides, the power of those consuls may be used in order to prevent some senators from voicing their opinion in the senate, by starting a vote shortly after the aforementioned senators have left the city.

Now, on to another subject. [4+1] It has been brought to our attention that the republics of Kaladur and Eredos have declared war upon each other, and that the latter has called for our assistance. The words of their ambassador stipulate that should the empire go to war against Kaladur and destroy it once and for all, Eredos would become our vassals. I believe our choice here is clear. Hadria has a long tradition of defending the weak against the fury of the strong, and we all know that Eredos stands no chance against its enemy. Besides, Kaladur is a well known warmongering nation, prone to annexing defenseless targets - a truly dishonorable course of actions - and it is our duty to ensure that no barbaric beasts be left to roam free right next to our borders. With the backing of the Houses, I hereby vote that we declare war upon the Republic to end its treachery once and for all, and I encourage the other factions to do the same!"


With that, the dwarf returned to his seat.

The Populares, Imperials, and Isolationnists are still undecided about the bills that have been put forth, and no faction except the Novi Homines have made a choice concerning the war. Unless the members of these respective factions which to leave their choice up to the fate, they still have plenty of time to influence their fellow senators.

Gragrar Jynson pushes through the crowd before the elven outpost. Upon reaching the front of the mass of people, he calls out to the general Marcus Julius.

"I, am Gragrar Jynson, and I myself was born and raised a Hadrian, I left five years ago. Upon reaching a port here in Whitepeak, I had been, unaware, that things had become so tense between the Confederation and the Empire of Hadria, and so I decided to stay here among the elves and learn of their plights and opinions until things calmed down. They are an important symbol here and incredibly sorry for what they did in the past, and the people here do not wish them to be slaves here nor in Hadria. If you will show your goodwill in leaving them be, perhaps it will help you to gain the peoples trust. It was not the peoples or the elves that insulted Hadria, it was the politicians and generals. The errors and mistakes of those in power, should not be blamed on their subjects. You can either come through here and slaughter these innocent people and enslave these elves, or you can go on, and leave them to the peoples of the Confederation of Whitepeak."

Try to sway the opinions of some of the generals captains or soldiers.

Flavius stared sternly at this agitator, this... troublemaker. Clearly one of these who started the whole mob.

"What is your name? Why do you live under elves? Is your own kin not good enough for you? Going to the barbarians and indulging to the depravity of these creatures isn't very hadrian, nor very human at all. You should be ashamed of yourself.

And my choices are not chosen to hurt or tarnish your customs, oh no. I merely seek to enchance them, so this great city profit more and bloom.
Do you really think they are sorry for the past? What they did for you and your kind? Tell me. Did they gave you food? Did they built houses for you? Did they helped you in wars? No, they didn't. They lived on, waiting for a chance to attack Cystem once again to enslave the townsfolk.
These creatures are nothing but scum."

"Ah, you misunderstand, I was merely living with the elves after I arrived here because I have no money and they allowed me to stay in their outpost until the Empire and the Confederation ended their war. I figured anyone attempting to enter Hadria in the midst of a war would be captured and interrogated. I would be very pleased if I could return to my home in Hadria.
But I hope you can understand that I object to the enslavement of those who took me in when most others would not? You see, those five years I spent away from Hadria, I lived amongst the other races in peace, while initially they were suspicious of me, as would any civilization when a random man of a different culture arrived would be. In time we developed a mutual trust and lived together as equals, as should all free people. And I must know how enslaving the elves and taking them from here, will profit this city? I expect you will take them back to the capital and sell them there. Will you not?"

Flavius pondered if this man was either insane or just wnated to annoy him. But alas, he sighed and calmed himself down a bit. Probably insane. That was easier to understand.

"Amonst other races at peace? You can't be serious. These creatures are barely cultured, just mocked copies of our customs. An elf is not more sapient than a cow. And if you think I or this city will accept the elves as equals, you are too clever like a bovine."

"Yes, sure you will leave half of them in the city, but my point is that the people here do not wish them to be slaves and thus, once more, I insist they will not profit from this. But, seeing as I cannot seem to dissuade you from this course of action, I request that you allow me to return to my home in Hadria, General..."
