Quick update (included in the OP) -- we now have two copies of Victoria II to give away, one of which includes the "A House Divided" DLC.

I do recall that this is true to a certain degree. I'm almost sure that EU3 -> Vicky 2 works.

It.. sort of works. V2 is *much* more detailed on a province level, so a lot of that is just made up on the spot.
