True, but if we can maintain an equilibrium, neither will get too powerful to handle. Anyways, my most pressing concern is my mission to protect the sneaky Mintakans from the Ferengi...

Now that I look at it, seems like we should support the Federation, as they are not currently at war with one of our minor races.

Turn 61

Opinion is divided in the Senate about whether to take sides in the Federation-Ferengi war. Some feel we should join on the Federation side, while others advocate for Romulan neutrality.

The Cardassians offer us a non-aggression treaty, which we will accept. This will cut off our main route into Ferengi space, but Romulus is overly diplomatically isolated at the moment - the Cardassians, even 'uncooperative', are the most friendly of the major powers.

The other system in disputed space is Rigel, with 210 population maximum. North of it, we again see the Ferengi outpost. In the northeast, we detect a Ferengi Explorer, equivalent to our scout.

Sarthong is apparently the end of Ferengi space in this direction, which is unusual. We expected the Ferengi homeworld to be still further east, but the evidence suggests it is actually in the northeast.

Captain Mal Devious reaches the Mintaka outpost and will proceed to guard it.

And they are scary. They are ahead of us in all aspects, and have a whopping seven systems. Given their morale level and extra dilithium, we think one of those is a conquered minor race system.

Their scout entered our space southeast of Mintaka. While Captain Mal Devious could pulverize it in an instant, he is ordered not to. It would be unwise to provoke the Klingon Empire at this stage.

In the northeast, Captain Pisskop transmits this disturbing image of Ferengi military might. Their War Cruisers and Light Raiders are superior to our Cruisers and Destroyers. It is undoubtedly an invasion fleet, bound for Federation space.

We rush another cruiser. It costs us most of our treasury, but we need to be able to stand up to the Ferengi. And the Klingons. And maybe the Federation.

We also finished terraforming in Zakdorn. Now our colony ship will make the long trek to Mintaka.

We have underestimated the Ferengi, it seems. To the east, the invasion fleet we saw previously, to the north, a lone War Cruiser, to the west, FOUR War cruisers and an outpost, and to the southwest, an unprotected colony ship and troop transport building an outpost.

Captain Pisskop is ordered to make a daring attack against them. It is dangerous, given that any of the warships in the vicinity could move in and crush him, but we cannot allow the Ferengi to finish the outpost unopposed.

Back at Romulus, the RNS Petrel A is our second warship to be commissioned. It is helmed by Captain Haspen, and will join Captain Mal Devious in the defense of Mintaka.

It appears our analysts were partially right all those turns ago. The Federation put down a whole colony instead of an outpost at Sarona, and now these humans are under Ferengi rule. With those War Cruisers in the north alerted, it’s time to make a quick exit from Ferengi space.

The Ferengi make sure to guard their troop transport this time – unfortunately it’s too late for the hapless colony ship. Captain Pisskop makes his way back to Mintaka.

Uh-oh. The Ferengi seem to be in pursuit, and their five War Cruisers could easily obliterate our ships at Mintaka.

We get an upgrade in Propulsion, making our techs level 3 across the board. That gives us improved intel centers and laboratories, and the Imperial Senate which boosts morale empire-wide, but can only be built in Romulus. It takes 170 energy to power, so we won’t build it just yet.

The Propulsion upgrade also boosts our ship range – compare this to turn 71. Our medium range ships (cruisers) can travel one square further. Also, the Ferengi have withdrawn – presumably they are afraid to confront us in our space, given the uncertainty of cloaked ships.

The Klingons send us a demand, which we will accept. Romulan pride chafes at this subservience to the Klingons, but we simply cannot survive a war on two fronts, considering our new view of Ferengi might.

I group all our warships into one fleet. Shown here is Captain Pisskop’s scout, which has 310 experience but is still at the first level. More experienced ships get bonuses to firepower and survivability (I think).

The Bay12 fleet will circle around Cardassian space and strike at Sarona again, which our cruisers can now reach with the propulsion upgrade. The Ferengi probably restarted outpost construction, but we’ll (hopefully) be able to take out the escorts and disrupt them.

We spot a Federation scout at Malcor – both the Federation and the Cardassians are now ‘friendly’ with the Malcorians. Perhaps Federation diplomacy will overcome the Cardassian’s headstart in relations with the Malcorians?

We don’t know who these Yridians are, or why they’re declaring war against the Klingons, but they do provide a timely reminder of the importance of diplomacy.

We propose short (25-turns) non-aggression treaties to the Federation and Ferengi, who are still at war with each other. Empires at war are much more likely to accept peace treaties with other empires – except if you’re the player on Impossible difficulty. Our main priority is not to get dogpiled by the other empires.

Of course, in true Romulan fashion, we prepare to backstab the enemy – this time even before we’re at peace. That’s a colony ship, two troop transports and only one War Cruiser at Sarona. Since all the planets are terraformed, the colony ship will probably depart next turn, but we can get the three ship task force.

Also, that’s a Federation colony ship terraforming Ariannus, and their scout in Vadris.

Our primary target is the FMS Lessor A, a Ferengi War Cruiser. Individually, it is more powerful than our cruisers, but we have the advantage of cloaks and outnumber him.

We sign peace treaties with the Federation and the Ferengi. Now we only have to worry about the Klingons – for 25 turns, at least.

Also, as a result of the peace treaty, the Ferengi helpfully tow our ships back to Mintaka, the nearest Romulan system, saving us a three-turn voyage. If you have ships in an empire on the turn you sign a non-aggression pact with them, they get displaced to the nearest friendly system.

We won’t be remaining idle, though – the Bay12 fleet will escort our last troop transport back to construct an outpost on Ekos, which we’ll colonize eventually.

Apparently the Klingons are going to beat up the poor Cardassians – we get an invitation. I ignore it, as well as the Ferengi demand.

I didn’t mention this when it was signed, but the non-aggression treaty shows the extent of Ferengi space. The Ferengi homeworld is probably in the northeast cluster of stars along the galactic ring. The Federation core of Sol isn’t that far, probably explaining why they got into an early war.

Of note, Ferengi space extends quite far south – they’ve colonized Sarthong and another system beyond. The southernmost Ferengi system is probably a minor race, given that they’ve got two minor races now according to the intel screen.

Also in Romulus, we build a third cruiser, the RNS Albatross A, which is making way to Ekos. We’re building another colony ship to colonize Ekos.

The troop transport arrives and starts building the outpost at Ekos. Captain Pisskop is promoted to the RNS Albatross A for exemplary service (c. Ambush at Sarona) and the RNS Darkfeather A will serve as auxillary to his fleet.

I suppose it’s too much to hope that the Ferengi and Klingons go to war. We also ignore the Federation demand (which is bigger than our entire treasury).

We get another random event! Romulus I, previously a Y-class volcanic planet, shifts to a J-class barren planet. In the process, we lose 5 maximum population (not a problem) but we also lose the 100% energy bonus. Well, at least we get to build wind turbines.

Romulus finished building its colony ship, so we’ll build the wind turbines, another factory, and then continue on a cruiser.

We will try to upstage them with an affiliation treaty. With the destruction of the outpost at Mintaka, the disputed territories adjacent to Cardassia are now Cardassian, but perhaps they will appreciate the gesture nonetheless.

Our colony ship is ordered to colonize Ekos. The M-class planet is already suited for inhabitation, so we do not need to do any initial terraforming.

This can’t be good – if the Ferengi and Klingons buddy up, they’ll be unopposed on one of their borders. The Ferengi will be free to face the Federation, while the Klingons will be free to face us.

We sign our first affiliation treaty with the Cardassians, allowing us to use their shipyards to extend our range, and allowing trade.

As an aside, this treaty also ‘reserves’ a minor race for you, if signed with a minor race. The general order of treaties is (non-aggression -> friendship -> affiliation -> alliance) with major powers and (friendship -> affiliation -> membership) for minor races.

Of course, the treaty doesn’t extend our ship range all that much, given that we still have a non-aggression treaty with the Ferengi beyond Cardassian space. We could send a scout out back around Ferengi space, but there isn’t much to see.

I also offer a friendship proposal to the Federation. It’s unlikely to be accepted, with the Federation’s attitude, but we can always try.

Our ships will arrive at Mintaka next turn to fight the Klingons, but their Battle Cruiser has made a reappearance. If it joins the Klingons Destroyers next turn, we could be in trouble.

Klingon ships all look the same, but the Battle Cruiser is distinguished by hanging behind the main Destroyer fleet. The IKC Doqcha A was the other Battle Cruiser that took down our outpost at the First Battle of Mintaka.

We are outnumbered and outgunned by the Klingon vessels, but we have the advantage of surprise. We must make good use of it if we are to survive this battle. All our cruiser captains are ordered to target one destroyer each – every ship that we destroy in the initial decloaking round is one less stream of torpedoes at us in the second.

Not much, it would appear. Five Klingons destroyers are still standing; we only destroyed one, but we’ve heavily damaged two others. The RNS Darkfeather A is almost within the Klingon ranks.

The Klingons charge right at us – and keep right on charging, narrowly missing and forcing our ships to turn crazily and our torpedoes to miss. They return fire, but our shields hold.

They pass right through our ranks, but there are only two destroyers left, for no loss of our ships. We destroyed the two we damaged earlier and an extra one. The captain of the Battle Cruiser follows up their attack from behind, attacking our rear. The RNS Albatross A cloaks partially to throw him off.

Our ships fire again, taking out both of the remaining Klingon destroyers.

Speaking of friendship, I remember to set up trading routes with the Cardassians this turn. This is the ‘economic’ version of the galactic map, where trading routes are set. I’m not sure how the profit is calculated, but I think linking large systems increases it. The routes will start to produce credits next turn.

There’s an extra two Battle Cruisers – one of them is the Doqcha A, which fled from Mintaka. Our captains are eager to take him down, but they must adhere to Romulan doctrine. Taking out the outpost, scout and colony ship would take more total firepower away from the Klingons than one Battle Cruiser. Captain Haspen targets the Klingon scout, Captain Mal Devious the colony ship, and Captain Pisskop will team up with the RNS Darkfeather on the Klingon outpost.

In the extreme south of Klingon space, at the edge of the galaxy, we see another Klingon outpost. Our analysts speculate that this may be the Klingon home system, but we cannot reach it to check.

In the west, there is one system free of Klingon influence, we think it is a minor race system. Our ships will proceed west.

It seems the Klingons don’t appreciate our visit.

At the 'neutral' relations level, there is nothing stopping enemy empires from wreaking havoc in your space. The only things they can't do without declaring war are planetary bombardment and planetary invasion.

Also, I think the Cardassians will join the war against the Ferengi soon - Ferengi ships have to pass through their space to get to Mintaka, pissing them off. Even if they join, there's not much they can do - the Cardassians have zero ships of any kind at all that I saw. The only thing they'd be good for is taking the brunt of Ferengi invasions.

Also also, I think we might have to resort to kamikaze attacks soon. Anyone want to volunteer?

The "best" thing about BOTF: a 4v1 interstellar war is practically inevitable. How the AI's keep the peace amongst themselves is beyond me.

No sign of the Ferengi fleet yet. That’s a Klingon destroyer in the southwest, but our outpost at Ekos can handle it.

The Cardassians declare war. It is a nice gesture of solidarity, but they currently field no ships of any kind at all. The best we can hope for is that the Ferengi target them first.

We get an upgrade in Energy tech. The Advanced Replicators provide 40 food for 10 energy, a good trade. The Astrophysics academy provides +100% energy research for 100 energy. I don’t really know what the Shield Generator does, but it supposedly adds to defense and protects from raids. Finally, we get to upgrade our power plants.

All quiet on the Ferengi front, the Klingon destroyer is heading for our outpost, and that’s a Federation troop transport in Blue Horizon, probably building an outpost.

A Klingon scout bumps into our fleet at Mintaka and is destroyed.

But the Ferengi don’t need help, it seems. They have 24 ships at Cardassia, within them 16 war cruisers, 5 light raiders, 2 explorers and 1 troop transport, making this an invasion fleet. It could be for the Cardassians, but one troop transport is hardly enough to take Cardassia Prime. The only plausible target is Mintaka.

All captains are ordered to retreat from Mintaka. There is no way our fleet could hope to make even a dent on the Ferengi one.

Shutting down the shipyard on Mintaka does not actually strand any ships due to our affiliation with the Cardassians. We have a total of 3 orbital batteries and a bunker network. It’ll have to be enough.

The Mintakans have honored their martial ancestry and repelled the Ferengi.

It comes at a heavy price, however. More than half the population of Mintaka is dead, and all their structures have been bombed to dust. The most vital part of our defenses – the factories and power plants – are still intact. We will rebuild.

And we will strike back. Captains Haspen and Pisskop set course for Sarona – the Ferengi have likely built (another) outpost there. Captains Mal Devious and Ebbor will return to the Mintaka system. With the troop transport gone, the Ferengi fleet will likely retreat.

We enter combat in Mintaka – surprisingly not the Ferengi, but a lone Klingon scout. He is quickly eliminated.

The Federation have 5 light cruisers and 2 troop transports in their fleet here. We think they are mounting a counter-invasion to liberate the enslaved Humans in Sarona – we could meet them there.

The Federation feels that an outpost at Blue Horizon is more important than freeing their fellow men. Cowards!

In the northeast, our fleet will discreetly fly by the Ferengi systems. I have a feeling the Ferengi fleet is at the unknown system northeast of Cardassia, which seems to be a rallying point of sorts.

It looks like we were correct. There are 34 Ferengi ships in-system, among them Ferengi Strike Cruisers, which we have not invented yet. To the north, there’s a force of five Federation Light Cruisers, presumably fighting the Ferengi.

We complete another Cruiser at Romulus, this time headed for the outpost at Ekos, which is being menaced by 4 Klingon Destroyers.

In the north, an interesting opportunity presents itself. The bulk of the Ferengi fleet has moved over to the Cardassians system of Adelphous, but they have left the outpost and three troop transports unguarded. After some deliberation, a decision to attack is made. If the Ferengi fleet returns, we could always retreat under cloak.

The troop transports power up their warp drives, but we annihilate them before they can flee. There are no survivors.

Having destroyed the outpost, the guerrilla force will proceed east, hopefully catching this troop transport.

Also, the Ferengi captured Adelphous in the last turn, but their collateral damage reduced its population from 85 million to 19 million, worse than at the invasion of Mintaka. The Cardassians have produced their first ship, a Destroyer, at Cardassia, but it’s far too late to make a difference.

It still falls to our fleet, though. Every lone Ferengi ship we destroy is one that isn’t joining their massive deathfleet.

The Ferengi troop transport had moved to Doraf, just missing our fleet. We will return to get it (hopefully the Ferengi deathfleet in Adelphous doesn’t return). The Cardassians also have TWO destroyers, a 100% increase from last turn.

On the Klingon border at Ekos, the four destroyers continue to threaten our outpost. I set the Goshawk A to intercept. It should be able to handle two of them, and can always retreat.

We catch that troop transport at Doraf, and it is easily destroyed.

The Doraf system is a large one – probably one of the Ferengi’s first colonizations given its population now. The Ferengi Deathfleet still lingers in the Adelphous system, but it’s got a troop transport, which means they likely will head on to another system instead of returning to Doraf. The guerrilla force will stay in the system.

At Ekos, all four Klingon destroyers disappear from sensors, going back to Klingon space.

The Ferengi Strike Cruiser is, as the info box says, primarily designed for long range attack and planetary bombardments. They carry less beam weapons, but far more torpedoes than our cruisers. Relative to their armament, however, they are glass cannons, best left in the rear of a fleet.

It didn’t go down without a fight, however. The RNS Albatross A, Captain Pisskop’s ship, has lost its shields and taken heavy hull damage, as shown in the bottom.

We also finish terraforming in Ekos. Our colony ship will head over to Kurl for more terraforming and colonization. The Federation will undoubtedly protest, but we don’t care.

Our ships look upon the red mass that is the Ferengi fleet. They are outnumbered fifteen-to-one, and Romulan doctrine calls for a retreat under cloak when facing such overwhelming numbers.

Captain Mal Devious has other plans. The math is clear: there are 50 million Mintakans planetside. The Ferengi killed 66 million in a successful invasion of Adelphous. If the Ferengi fleet attacks, the Mintakans are done for.

While the Kita A powers up its warp engines, Captain Mal goes against his orders, decloaking and firing on the lone troop transport at the edge of the Ferengi mass. It explodes in spectacular fashion.

Captain Mal Devious has done his ultimate duty: the Mintakans will not be invaded. The Ferengi are a calculating people: they will not bomb the system for the sake of it, because it will cut into their possible profits when they could conquer it. The Mintakans are safe – for now.
