Hmm. I like that idea of ethics with arguments. What is FOREST here? An entity? If so, I like that idea. How about this:

ETHIC:WAR_AGAINST:BY_CATEGORY:FOREST:REQUIRED


And have an ENTITY_CATEGORY token that you can apply to multiple civilizations that this civ will always wage war against.

Similarly, this:

ETHIC:WAR_AGAINST:BY_TOKEN:FOREST:REQUIRED

And then they'll be at war with elves always.

BY_TOKEN sounds like a token within the entity. That's what confused me.

Basically, if you use your bare fists (or claws, depending on the race), you're ostracized from the community. Using blades and bows are civilized, but you clawed his face off? Are you some kind of animal?

In a similar vein:

I'm so, so tired of wrestlers attempting to bite when they should use other, more lethal maneuvers. Not only shouldn't it work in full armor anyway, but at least keep the combat semi-honorable.

Art Pretention: The ethic of Dwarves to hold the value of great artifacts over that of sentient life. This is different from vandalism, as even a dwarf who destroys an artifact he owns would deeply offend the craftsdwarf who created it.
Self Expression: The ethic that humans and elves find Acceptable, dwarves find slightly less than acceptable, and goblins shun. It basically measures the level of conformance expected of people in a civ, and might actively decrease the number of artistic decorations.
Mercy: Pretty self-expanitory.

We might also need new levels of ethics, such as ENCOURAGED, MANDATORY, and UNIVERSAL, and maybe an UNORTHIDOX tag as well, for ethics that are praised, highly praised, universal to everyone in the civ (in the same way that UNTHINKABLE makes something never happen in-civ), and makes something only slightly looked down upon, respectively.
ETHIC:EAT_SAPIENT_KILL:MANDATORY would not get along well with ETHIC:EAT_SAPIENT_KILL:UNTHINKABLE.

Promotion by Murder: The ethic of Goblins to kill their superiors and take over. This could be totally different from merely having KILL_ENTITY_MEMBER:ACCEPTABLE, since it only applies to superiors. In fact, in a disorganized but power-centric gang, you could get away with killing anyone lower-ranking than you, but the rule is, never mess with the boss.

Such conflicts would be facinating to see play out in history.

Oh, one more ethic level: PROTHLETIZE, or something similar, where you're against (or for) something, and try to change the ethics of other civs to match. Not sure how that would play out, but it would definitely increase the amount of war your civ is involved in.
