The system is designed so that a transaction takes an average of an hour to officialise, and adjusts the reward to miners to make that happen.

That's true, and if you don't factor in the initial cost of the mining hardware then it works out that way. And the trend is desirable, because it would mean the barrier to entry is low. But that happens due to market forces, and not an algorithmic component to make that happen.
