Ok,  questions then

1) How many man do I have?
2) Can you give some guidelines how to generate my 20 points fleet?
3) is it OK that I moved 3 point from genetics to psycho? Formally game hasn't started yet and from description I decided that my set of genetic modifications is too mild for 10 genetics

1: If I'm not wrong you have Numbers: 3, so it would be around 300 men.
2: 30 various ships, including some heavy battleship and one or two space stations.
3: It's ok because you are right, 10 points is too much for that.

How about fleet like that?

1 Habitation space station orbiting Earth, Heavily armored and armed with defensive rail gun turrets(500 men max capacity)
1 Orbital space yard. Armed with defensive rail gun turrets (orbiting Saturn)
5 50 men transports (armed with single low caliber rail gun  turret)
4 asteroid miners
4 gas miners ( can mine gases both from atmospheres and gas clouds)
2 Hydroponic farm ships
1 Hospital ship
7 Lightly armored corvettes armed with 2 low caliber rail guns and 2 conventional missiles
4 destroyers with modest armor and primitive deflector shields, armed with 2 light lasers 2 mid caliber rail guns and 6 conventional missiles.
1 Invincible - Our flagship. State of the art battleship with heavy armor from brand new composite materials, prototype deflector shield, armed with 6 high caliber rail guns, 3 heavy lasers, 10 light plasma guns, 25 low caliber rail guns, 15 conventional missiles  and 5 nuclear missiles.

telekinesis, pyrokinesis, telepathy and cryoquinesis are the most wide spread.

And the stuff you posted looks great. It makes it easier for me to look at what you have.

Cryoquinesis? Is that basically the opposite of pyrokinesis?

And you said "most common". Since Project Ambrosius is a grouping of some of the world's best psions, are there other kinda available to me?

yes, it is the opposite of pyrokinesis. There are also people who can see the future and can use other energies, like electromagnetic energy. But not much more than that.

Looks like fun. Do armor and weapon tech are for infantry only or are they related to vehicles as well? I see that people seems to lack high-grade vehicle support and I'm willing to bring it.

It's only 4 players for the time being though.
Plus none of us really need it.
1 of us is predominantly a naval guy.
2 of us are purely based on advanced infantry equipment and engineering.
The last is a psychic. So vehicles are not hugely needed for any of us at the moment.

Rhyme could a second player join a current players faction as a character under the originals command until he can join properly?
