There can't be more the one saxton hale! That diminishes his impressiveness due to Conservation of ninjitsu. Since he can't possibly be less cool, and there being more of him would make him less cool, There's only the one. Besides, nothing can kill him, and he never get's sick. How would old age kill him?

Also please note, if you are going up against a NPC empire, you gotta keep at it. Ain't gonna let you steam roll over it so easily.
 
If I didn't impose any limits, you'd all be able to do anything all the time, and the game would get boring. You can roll five, but you ain't a god. Well, not against PCs and named NPCs.

Was I made aware of being in Highlander mode when I started? Since I didn't find this out until partway through the game, no. That by itself seems like it should be a rules violation even if it isn't.
