I embarked on a lake next to a goblin fortress and a necro tower. All it took to survive was some channeling and wooden walls until I could set up my obsidian farming operation.

Speaking of, if you want to build an aboveground fortress, I highly suggest a large-scale obsidian farm. It lowers terrain scarring, ensures you always have a steady supply of stone, and doesn't clutter the map with items until you need a fresh haul.

If you have surface clay available, just make clay bricks.  You can fail to cook them and just make mud brick houses if you don't have enough fuel for turning them into bricks.

They might be fun, but I find them too boring and micromanagment consuming to play.

I think it'll give me the opportunity to try out the minecart system too and haul stone from the depths of the earth.  We'll give it a shot, but unfortunately, I haven't had a waking moment to myself.

If your intention is a high density urban city, it might be more efficient to do mass terraforming -- dig up the soil and carve out your city downwards from the top.
Ceilings and roofs on the top layer, and then starting to carve out the shapes of the streets as you go mine down the layers.

A great advantage is that you can build most of the street level rooms out already beforehand so you that you can have your fortress running normally in peace. This makes logistics a lot easier as it means no temporary/outpost is necessary before you can move into your megaproject.

This is very smart. It might even be faster than building everything out of stone on the surface - considering all the blocks making, hauling and constructing.
Plus it would allow you to grow underground plants inside your houses.

Playing a challenge-mod that eliminated all digging implements and stone taught me that the fastest (and cheapest) way to put a roof over an area (so you can place furniture) is to build a retracting bridge.  This won't facilitate the construction of towers, but it will get you that all-important roof.

Foolprooof way to penetrate aquifers of unlimited depth.  (Make sure to import at least 10 stones for mechanisms)
Toughen Dwarves by dropping stuff on them.  (Nothing too heavy though, and make sure to wear armor.)

Playing at 150 FPS and a small army of masons makes constructing buildings really painless. I have hundreds of blocks ready for me at any time and I have a semi-functioning railroad system to help haul stone.  I am pretty proud of my underground railroad system which takes supplies from one end of the complex to the other, namely charcoal to my smelters and forges.  At some point, I'll post a picture.

I'm pretty lucky at this point though that I haven't seen any serious threats.

It's kind of hard to see what's going on here, but my apartments are being constructed in the top right. All i hve right now is a wooden dormintory.  At the center, you can see my silver trade depot surrounded by iron statutes. Around these are basically all my workshops. You can see a working minecart system that's taking metal from the underground and depositing it next to my smelters.

Finally, at the bottom and bottom right you can see the beginnings of my gate system. The small building is the captain of the guard office and the larger building to the right is the barracks. Connecting them at z+1 is a bridge of fortifications. Eventually, I will wrap the entire fortress in walls and let this be my sole access point. 

So far so good.
