wait... is there any reason besides weight not to equip each dwarf with 10 leather shields and watch them own the world?

Leather's too light to bash things in. It's still perfect for defense, though, since shields just deflects everything, even dragonfire :D ( At least currently )

AFAIK dwarves can only hold two shields, even if you assign them with more. The equipment interface is deceptive: it puts a green check mark next to anything the soldier lays claim to even if he/she is not actually holding it. Basically the game asks "hey, do you have all ten shields?" and the response is "aye, I do" but then Urist points over at the +Armor Bin (cedar)+ where eight of them are waiting for their turn to see combat.

Children you rescue shouldn't behave like rabid beasts.  I guess your regular companions shouldn't act like rabid beasts either.
I think that's a little more impossible than I'm likely to have time for.

I've been testing dual-shield users in the arena, and they seem woefully outmatched given equal skill levels. Shield bashes just don't hit hard enough compared to standard weapons.
I was using iron shields vs axes, for what that's worth. They might compare better to bludgeoning weapons, but probaby not much better as a hammer or mace can at least shatter bones reliably.

Well, I feel that theoretically, dual-shield dwarves would make the ideal front line. Send them in first to cause havoc and bash things unconscious, have dwarves who have actually lethal weapons come in to mop up anyone who is otherwise engaged. Perfect partnership would probably be shieldsdwarf - marksdwarf or shieldsdwarf -axe/sworddwarf.
